I know you want to give biden the benefit of a doubt, but dangling in a noose from a helicopter in flight tends to make things flop around. He's hung by the neck and dead.

I haven’t seen a video that shows the entire episode, so I don’t know if the person left the helicopter and was dangling, or if they were picked up off the ground by the rope/cable. But if they were lifted into the air from the ground and were being strangled instead of their neck broke, wouldn’t their arms be flailing?

That being said, I’m leaning towards the person is being suspended in a harness due to the head angle.
