Only a fool retaliates with drones during the tail end of a military withdrawal. There will be plenty of time for counting when the dealing is done.
Actually, most of these suicide bombers were recruited by higher-level leaders who plan the operations and provide the explosives. Often the families of the bombers (typically the parents) are given money after the act has been carried out.

We could simultaneously take out the highest, or most important links in their chain of command, even though some might be sharing a meal with their families. We could, just prior to such a strike deliver messages to the rest of their chain that made clear the advisability of releasing Americans unharmed.
Of course, to do that we would need a WH that put America at the top of its obligations.
