I think the reason why the mayor hesitates to order a mandatory evacuation, is the minute she does, then her government becomes responsible for providing transportation to those without it.

The big difference between 2005 and today is that just about everyone as a smart phone on them. And these idiots still can't figure out that a bad storm is coming in and maybe it's time to get somewhere safe inland.

Not everyone can afford to evac, and those folks are being told it sucks to be them.
Some who can evac might be terrified of going to a shelter because they’re more scared of CoupFlu than Mother Nature.
