I think the reason why the mayor hesitates to order a mandatory evacuation, is the minute she does, then her government becomes responsible for providing transportation to those without it.

At least it is their choice. If they can get 100 miles or so inland
either east or west then they'll be out the major life threatening damage. Now getting back home maybe a problem for some time.
I’m thinking fill up the school busses and head northeast up route 59 to the Tuscaloosa area. Texas would be the worst possible direction. 100 miles should be far enough to keep one from drowning in the surge.

Hattiesburg should be far enough inland to reach safety to the northeast. It’s just about 2 hours by car or bus. Between now and landfall one could easily make 5 or 6 round trips.
