I don’t think it’s far-fetched to speculate that the silence in Washington is due to a growing rebellion within the ranks of the U.S. military against this stupidity.

I doubt that. The military is highly politicized.
Maybe the upper ranks are, but I’m sure there are some well-intentioned, naive folks among the junior officers and enlisted ranks who can cause a lot of trouble if they wanted to.
