There’s no way they could know which group set off the explosion. In the US these explosions would cause the media to quickly state "Authorities stated there is absolutely no connection with terrorism involved. They are about to begin their evidence investigation within a few hours. There are no suspects. They are asking for any citizen to come forward with any pertinent information."
