You are correct.
Biden has always been a jerk and spouted off. His mouth got him into trouble many times in the past. He is also known for idiotic statements.
Now he is old and, like all of us, becoming less coherent.
So, his original flaws are just exacerbated.

I do believe he is somewhat mentally diminished due to his brain surgeries, but does he have one of the clinical types of senility? If he does, he is in the early stages.
