The only way Newsom can survive the Recall is by cheating.
This is likely a Democrat controlled operation happening across the state.
Maybe they had the set of keys for that particular route. Could be there's teams of these people with master keys for the various postal routes.
I clicked the link and I still have so many questions: Were they stealing blank ballots or ballots already filled out? If the ballots were blank, how did they know which residents were pro-recall vs anti-recall? It says they stole ballots from an apartment building’s mailbox. Apartment dwellers tend to vote Dim.

Not this apartment dweller. I live in central New York State. I've never owned a home, and have been a Republican for most of my 74 years. But after January 6th, I'm registered in no party.

I am just pointing out that if the video were somehow to be broadcast on television news, that it would represent firm evidence of voting fraud, but nobody actually knows what side is cheating.
Note that somebody posting on this forum on this thread called for the pro-recall side to cheat in a similar way.

Maybe I'm missing something here, but it just doesn't make sense that they would steal ballots from some apartment building, where the tenants will likely vote against the recall anyway, when they could help Newscum more by stealing ballots from a red suburban district. I really wish the link provided more information.

It is not a “Master Key” per se. They are Arrow keys and you can’t just get them anywhere. The slugs are not something you would get at a locksmith either. Regulations require these to be signed out by the person every day and turned back in. Now does that always happen, no. But if one is lost by a clerk or a carrier, you can pretty much bet that it is a disciplinary event. Depending on the employee’s history they can be fired.
I had a maintenance supervisor try to cause me trouble insisting that my branch had an Arrow key that was misplaced. We went rounds because he wanted to string me up. His records showed that my office had the key. Told him I would call the Inspection Service since I had never signed for a key with that number, and since it was missing perhaps we needed an audit. Amazing how that shut him up. Guessing his records were not up to date and he was trying to bring someone else down. I did call and ask for an audit to cover myself.
I have seen whole towns have to be re-keyed due to a carrier misplacing one. Smaller towns under about 50,000 people will usually have only one version of an Arrow key and it will open up every mailbox and apartment or neighboorhood cluster box in town. Larger places may have separate batches for sections of those towns.
If a landlord owns that box, they will not have an Arrow lock on it. There would be a normal post office lock on it with both the landlord and the Post Office having a copy.
One problem we did have was civilian shop teachers who were responsible for making sure that tools they handed out to the inmates, were returned to them by the end of their class. The inmates had to turn in their photo ID in order to get a tool. They got their ID back once the tool was returned. Inevitably, a screwdriver, or some other tool would be found, not on an inmate, but stashed in a common area that had been searched. Each tool was engraved with a specific number, and what department it was from. In most instances, we'd discover that the teacher had never reported the tool missing, and instead, would go out and buy another tool exactly like the one that was missing, and engrave it with the number of the one lost. And, they'd never be disciplined by the administration. They were lucky, that the tool they allowed out of their building, hadn't been sharpened, and ended up in an officer or inmate's back.
