If America rounded up 3,000 everyday Americans and told them to run the Stare Department we would get a better result by far than we do now.

That is mathematically reasonable. In a random sample of 3,000 the over-educated, doctrinaire, arrogant, and willfully ignorant should statistically only be a small minority.
