The Afghan military caved to Taliban pressure, losing control of the country in a swift and devastating fashion that undermined the praise American military leaders have heaped on them over the years. For years, American generals have claimed that Afghan forces were improving and developing their ability to handle themselves against the Taliban.

Two possibilities with our military leadership:
1. They actually thought the Afghan forces were competent.
2. They knew they were incompetent and lied about it and have now been caught.

I suspect that individual Afghani units were marginally competent, at least under US supervision.
Most likely, though, is that the US officers lied to protect their careers. Saying “The Afghan National Armed Forces are a five pound bag holding ten pounds of excrement” would probably end an officer’s career pretty quickly.
So they said what would please their superiors and hoped someone else got caught holding the bag.
