I first thought the RATS wanted her as VP so they could claim the first female President. But considering how unpopular she is, Harris would have a very hard time being elected for President. She would have no coattails and would probably be a lame duck for her entire term. With all that in mind, I have begun to think she was brought in precisely for her unpopularity. Who better to blame then someone nobody likes in the first place.
