I am also inclined to believe this story if only because it makes a really dumb story if the intent is to manufacture a lie to score political points.
And it makes perfect sense we would deny it if only for the sake of pc.

Hate to say it but if Vlad says one thing and a US Government agency, say NASA, says something else, one is inclined to at least hear Vlad out. Sorry, that's just where we are on the trust continuum.

I can’t say I believe it but I don’t confidently trust our side of the story, either. We back so much emotional vomit nowadays (look at the Olympics and our military commercials) that it’s hard to discount this.
