NYS counts asymptomatics, probables, and repeat positives of the same patient as new cases.

In science discrete things that can be counted objectively, like the number of positive tests on Day X, are not negotiated. They are counted. Florida is responsible for counting them. If the CDC is "Negotiating" a different number than what was counted is not science, it's politics.
