The Texas House on Monday fell just short of having enough members to begin conducting official business and voted overwhelmingly in favor of a procedural move that locked the doors of the chamber to prevent members from leaving in an effort to retain a quorum.
The move, known as a “call of the House,” signals the continuation of a weekslong impasse between Democrats and Republicans in the chamber over a GOP elections bill as the second special session gets underway.
This is the second time in recent weeks the majority Republican House has voted to issue a call of the House to wrangle Democrats, though members on Monday did not offer or debate a motion to enable law enforcement to track down members still missing from the chamber. During the first special legislative session that ended Friday, the House voted overwhelmingly for such a motion while over 50 Democrats were camped out in Washington, D.C., to block that elections legislation…
The chamber came within five members of having a quorum Monday evening after at least four House Democrats who were in Washington were back on the floor, including state Reps. Joe Moody of El Paso and Mary González of Clint. Moody last month was stripped from his speaker pro tempore position by House Speaker Dade Phelan, R-Beaumont, as political retribution for joining his colleagues in Washington.

I thought the Tex Dems were vacationing in Europe now?
Declare the seats vacant and appoint new reps
Because they are vacant seats, on purpose, they fled in order to not do their jobs and prevent government from functioning, its sabotage
Then rewrite house rules so that anyone dojng this is considered to be vacating their eat, and the governor can appoint new reps and special elections can be scheduled, if desired
The Texas Constitution doesn’t allow for that. So is it ok to shred the Constitution to get the result you want?
The Texas Constitution does contain the answer though:
“Sec. 10. QUORUM; ADJOURNMENTS FROM DAY TO DAY; COMPELLING ATTENDANCE. Two-thirds of each House shall constitute a quorum to do business, but a smaller number may adjourn from day to day, and compel the attendance of absent members, in such manner and under such penalties as each House may provide.”
ok, no problemo, maybe fine them. bleed them financially until they are bankrupt.
Well find soemthing there that can make who shows up a valid quorum, or find a way to declare the seats vacant, or declare them refusing to do their elected duties, and do whatever can be done.
And then once you can operate again, make changes to the constitution so that fleeing your seats wont work, thst hey will be declared vacant and allow for appointing new reps.
Bkmk Phelan
And i would also throw ever fine, penalty, and removal from commitees as posible at them, as well as docking their salaries and pensions.
They arent working anyway so not being paid shouldnt be an issue.
A quorum should consist of the number of members present.
Since the rats violate the law, simply declare a quorum.
“The Texas Constitution doesn’t allow for that.”
It sure as Hell does!
Texas Constitution:
“Sec. 11. RULES OF PROCEDURE; PUNISHMENT OR EXPULSION OF
MEMBER. Each House may determine the rules of its own proceedings, punish members for disorderly conduct, and, with the consent of two-thirds, expel a member, but not a second time for the same offense.”
The legislature should issue a $1,000,000 bounty, dead or alive. I bet they return once the first one is returned dead.
Did you even read what you just posted? It takes a 2/3rds vote of the entire House to expel a member. There is no procedure or process to unilaterally declare seats vacant and hold special elections for those seats.
The U.S. Constitution has the same provision. Piglosi can’t just get rid of Majorie Greene either.
2/3rds is a high quorum. The US House and Senate require a simple majority as a quorum.
“Piglosi can’t just get rid of Majorie Greene either.”
She doesn’t have to. She has McCarthy to do her bidding.
Not talking about a quorum. I’m talking about expulsion.
I actually like the 2/3rd quorum requirement. If we had that in the House of Representatives 146 members of the House could shut it down.
As soon as they can vote then the first thing they need to do is change the rules so that the democrats can’t do this crap.
Yeah, this is war. If they don’t follow the rules and we do, we lose.
