Think Clinton better on policy than Carter. Although of course Clinton was also more corrupt. But otherwise, yeah its gotten worse each time.
Clinton vs Carter. Kind of like dandelions in your lawn vs crab grass. Carter was incompetent. Clinton was competent in a corrupt sort of way. I would take Carter over Clinton, but just by a hair, due to character.
