The AG just said that most all charges are civil not criminal though the incidents alleged in the report seem to be criminal.

The AG is washing her hands of this by saying her office was charged to investigate the governor and now that the report is complete and public she says her “work is done.” No referrals for prosecution.

But some have already been reported to the police.
And they are not done. This is just the start to move forward as there is now a report validating their claims.
