Not every day does a large cargo vessel get booted from U.S. waters after the discovery of invasive insects from China.
According to marine news website gCaptain, a Panama-flagged bulk carrier called M/V Pan Jasmine was anchored downriver from New Orleans on July 17 when the U.S. Customs and Border Protection (CBP) discovered five different pests, including two species (namely Cerambycidae, a type of beetle, and Myrmicinae, colonizing queen ants) that are known to pose a significant agriculture threats to U.S. farmland.
The significant presence of pests onboard the vessel forced CBP to expel it from U.S. waters.
New Orleans Area Port Director Terri Edwards said if the vessel offloaded with dunnage filled with pests, “it would have been put in a Louisiana landfill where the insects could crawl out and invade the local habitat, causing incalculable damage.”

Correct. While not critters, two fungi: Batkoa major and Beauveria bassiana are ripping through them like the '85 Bears. Nature has a way of taking care of itself.

Actually, once the vessel's agent arranges with an approved hauler to have the dunnage incinerated, the vessel will be brought back into port. They won't just write off all the cargo, but it's going to be a very expensive operation, many fines, charges for pier time, monitoring, etc.
Whomever placed infested dunnage with their cargo is going to take a serious financial hit.

Same thing with the port of Long Beach. The container ships are backed up bumper to bump back to Communist China waiting to off load cheap junk and gawd knows what else is being off loaded.
And are still "officially" a 3rd world country.

The "US"PS charges China less to ship a package to anywhere in the USofA than it would charge us to ship the exact same package across our town.
At this point in history, it's a much bigger leap of faith to believe it wasn't.
