I have heard it explained: the variants are being caused by the virus itself as it interacts with its intended hosts. When it’s attempt to infect a host becomes difficult it mutates to get around the problem, similarly to what happens with antibiotic resistance.

This Royal Navy ship is a good example of that -left port with all men onboard testing negative and fully vaccinated - then they had a 100 case outbreak while at sea. Given that the virus is spread via aerosol, it is not possible to keep being exposed to it. A similar thing happened in 1918 with ships at sea.
