I'm guessing that such a bill is unconstitutional due to Powell v. McCormack. Congress can't add qualifications not found in the Constitution.

Adam Clayton Powell was elected to Congress in the 1960s. Democrat Speaker John McCormack tried to prevent the African-American Powell from taking his seat.

If not, then republicans can nullify/change it if they take majority. It would be a virtue signaling vote.

Yesterday's battle, if you can dignify it with that name. Trump has said he isn't interested in the job.

It's a distraction, nothing more. They want to keep the election audits off the front pages. The January 6 "insurrection" was supposed to do that too but it's becoming radioactive after six months of solitary confinement for people who haven't even come to trial yet. Cuba hasn't helped, nor has Harris's utter failure on the border issues. Time to conjure up a phantom.

Republicans could change a House rule, but they couldn’t change a law unless they controlled both houses and the Presidency.

But yeah, I think this law would be unconstitutional and require an amendment.
