Use your brains instead. First point why they bother to develop a new system at all if it isn’t give them a new capabilities? Second point Pentagon spokesman said this new system is destabilizing. This one I consider a confirmation. :)))
Independent as in “someone not the Russian government tests it.” They’ll sell these things to anyone with cash, so it won’t be long.
