Every 4 years states send detachments to DC for the inauguration. They usually stay for about 30 days, then go home. That's normal, and every state has sent NG troops to DC for Jan 20th at some point. This time, though, they called in a much larger contingency and kept some, not all, much longer than 30 days.
I know Hawaii, Nevada, Washington state, California and Arkansas sent more than their allotment. There are probably more. Some smart governors yanked back their contingents as soon as they could.
