Governor Abbot needs to issue an emergency health order that because valued members of the Texas legislature have been afflicted with COVID, the rule requiring a quorum is suspended until the WHO declares the pandemic is over.

If voting laws can be changed on the fly under the COVID banner, so can silly little rules of the Texas House.
