Socialism, the repression of individual freedom for the sake of the collective good, is dictatorship. Whether it is a dictatorship of an individual or of a committee is irrelevant.

Progressives believe that socialism will be run by a benevolent wise oligarchy guided by the wishes of an intelligent populace, that communism will be leader-free (and money-free) with an enthusiastic generous voluntary populace making invariably correct choices.
Progressives do not see that the inevitable mistakes & selfishness of humans mean such systems can only be achieved by brutal dictatorship imposing adherence to the system.

Dictatorship is a feature of central planning, because ultimately you have to enforce the plan and cannot tolerate people who’s idea of freedom leads them to act against the plan.

Communism never gets beyond the "dictatorship of the proletariat" stage.
As one sage (PJ O'Rourke, I think) said, "Socialism is Communism sold by the drink". Cuba left the "by the drink" stage back in 1959 when Che' started lining their enemies up against the wall by the thousands and shooting them. It has been in the "firehose" stage ever since.
O'Donnell is the same fool he always has been. He just keeps adding fresh layers of lipstick to cover his stink. One would think age would impart some wisdom. All it has imparted to him is more wrinkles and verbal incontinence problems.
