They were probably planning to use the information to portray Carlson as a “Russian asset” who is spreading “Russian disinformation” any time he opposes some scheme of the left - vax mandates, CRT in public schools, nationalizing election law, etc.
I recall an instance where I asked for an unmasking, with the crucial information derived from an NSA intercept. First it took forever to get the redacted intercept released for use in the study. Second, the name of the redacted individual was required to comprehend the urgency of the paper and the conclusions drawn. I was given the report but not the name as my request underwent evaluation at NSA. However, as I later learned after waiting more than a month before permission was granted, the name redacted was a high official in the administration. That scared my bosses so badly that they would not let me use the intercept, let alone the man’s name in a paper that would have been issued TOP SECRET/codewords. Anyway, by the time the paper was issued with all its exclusions my conclusions were overtaken by events. Was the subject’s activity illegal? Absolutely.
Like that matters anymore.

There is no longer any legitimate reason for the NSA to exist. It is being used as a political weapon against enemies of the Democrat Party regime. People in the NSA are now obviously committed to “the ends justify the means.”

NSA blocked a Intel encryption system which would have been wired to the Intel thermal sensor and pushed AES.
AES is the backbone for all VPN traffic.
RSA8k is about the only really secure encryption and its hard to find anyone who supports it.

The White House has control over WHO heads these agencies. The question is does the head of these agencies have any control over these agencies? If so, how much?
