The EU elites will, of course, agree with Rutte. But I wonder about the average EU citizen - the bus drivers, the factory workers, the farmers, etc. Would they back the EU or would they back Hungary in this matter?

Szia! My grandparents were Hungarian. The Hungarians have a long history of being oppressed by their larger neighbors. They value their freedom and, as you noted, are very stubborn about it.
Hungarians also know who their friends are. Here’s a statue of Ronald Reagan in Budapest. Note the flowers, placed there by grateful Hungarians.

There could be a problem with that. The EU would then be free to place punishing tariffs on goods going into Hungary or coming out of Hungary. As we all know, bureaucrats can be very vindictive when they want to.
I don’t know how true it is, but I read somewhere that the EU cannot take measures against a member state unless all the other states agree. Poland and the Czech Republic (at least) will probably stand with Hungary.
So the EU elite can huff and puff all they want to. Hungary is probably safe, at least for now.
