How can the number of “life threatening” be LESS than “deaths?”

Probably because people are more likely to report deaths than life-threatening effects.

It is a voluntary reporting system.

How can the number of “life threatening” be LESS than “deaths?”

“Life threatening “ would imply the individual suffered a medical event which *might* cause death, but they didn’t die.
