On July 1, 2021, the Hennepin County District Court issued a Writ of Mandamus which orders the Minneapolis City Council and Mayor Jacob Frey to “immediately take any and all necessary action to ensure that they fund a police force” of at least 730 sworn officers, or more if required by the 2020 Census to be published later this year, by June 30, 2022.
The City had projected that the Minneapolis Police Department would only have 669 sworn officers as of June 1, 2022, so the order requires the City to take strong, immediate measures to increase its hiring substantially above what it had planned for 2021 and 2022.

So the court got its authority from a City Charter provision that the city itself enacted, and the plaintiffs sought to require the city to comply with its Charter.
The same city whose government representatives removed the officers. A charter doesn't mean much to bankrupt city. One could argue they need to lose their charter and no longer be a city as happened to Atlantic City but now it's just titles on paper that don't match reality.
There is no formula for the correct number (or skill set) of law enforcement.
But in fact, Minneapolis does have a specific formula build right into it's charter, which is why the judge had the authority to issue this order.
And Minneapolis isn't bankrupt. If it was, then the federal bankruptcy judge might have the power to waive that requirement. But the city isn't in bankruptcy, so it must comply.
This will be slapped down by the SC. Equal branch of government. Want more cops, elect better city/county managers.
How racist. They know they’ll just be arresting more Black people, the people committing the crimes...got to be racist.
Interesting. They are probably going to need a much higher ratio since they’ve been importing the uncivilized foreigners for decades now.
