The hell they don’t.
Quite obviously something took place prior to the video, that generated particular interest in the person the police were engaged with. That should come out as the case progresses in court.

Boy, you would have hated my grandpa..
He was a detroit cop... Mounted police..
Had a riot club with the end drilled out and backfilled with lead..
He told me once, “ If you want to break up a riot, get a line of men on horses armed with these clubs. Take off at a full gallop, swinging the club left and right. When you get to the other end of the riot, all that will be left on the street are the ones laying there. the rest will be gone”.
Gramps was a very smart man.
