I suspect more and more businesses will be driven out of business in California by this insane law.
That is particularly true for businesses that are capable of conducting their businesses on-line from out of state warehouses.
These days that is the majority of businesses--while there may be advantages in having local stores, the age of on-line shopping has greatly reduced those advantages.

I don’t shop at Target, but leave them alone.
If they care about the safety of their employees it is important to show it.
Do not subject those people to the raging lunatics who go there to STEAL.

The story has now been updated with a comment from Target:
A Target spokesperson reached out to SFGATE Thursday to confirm why the stores' hours were reduced. And it really was as simple as ... they're dealing with an uptick in retail theft. It's due to "a significant and alarming rise in theft and security incidents," said spokesperson Brian Harper-Tibaldo.
"For more than a month, we’ve been experiencing a significant and alarming rise in theft and security incidents at our San Francisco stores, similar to reports from other retailers in the area," said Harper-Tibaldo.
