Wasn’t “not permitted”, in fact all you needed was a permit to do so.
But there is really not much downside to hunting with a suppressor, and everyone that applied for one got one, so the law was pretty useless.
It needs cleaned up at a Federal level. Mufflers are required on vehicles, lawn mowers, weedeaters, . . They should be standard on firearms. It would save hearing.
Was there a “fee” to get the permit? What galls me is government charging a “fee” for services that are a right.
