B. Depends entirely on the goal of the portrayer.

A good general rule, although, of course there are many exceptions. But life is a probability game and always will be. The murder rate in South Chicago is roughly 1000 times higher than Japan - like it or not people are much more likely to ‘win’ that lottery in South Chicago, and only the people in South Chicago can change it...but they have no interest in that.
What is diversity?
We should not be valuing ANY one race above another...period: not blacks over whites, not vice-versa, not Latinos over Asians, none of that.
(And do recall Martin Luther’s “dream” speech was not originally about black primacy.)
I also personally oppose racial quotas, as long as opportunities are available equally to all.
So, as to why diversity-in-thought, varied backgrounds with exposure to different knowledge can be good (though not false diversity the way the left sells it) -

If everyone were to be a carbon copy of each other, they would have only a single dimensional view and could more easily overlook mistakes in planning or research, for example. Different experiences, knowledge and reasoned view points can help us strengthen one other, if we can listen. E Pluribus Unum: out of many, one. Also said, “United we stand, divided we fall.”
If there is no value in listening to other points of view and if you already know it all, then this site is worthless to you.

Because that is in the interest of the people pushing repopulation. What else can they say?
As to why they want to repopulate the West, that’s easy - they BLAME the West for all of the world’s problems - be it violence in the Third World, the wars of the 20th Century, the environment, etc. They want the West to END and see repopulation as the best way to achieve that goal.
