They could could have saved a lot of time on this study by consulting you first.
Evidence suggests otherwise, there are simply too many credible witnesses seeing these things and the they are insane or on drugs cliches are thread bare and tiresome. However anything coming out of the US government has to be considered complete and utter BS. Something is there, what it is will be revealed on their or it’s terms.

Yes, such as any specific frequencies or range of frequencies that had been detected. Or if any type of modulation was present.
Lots of people out there with radio equipment (amateur radio operators in particular) would be willing to monitor for this, providing more data points for the investigation. However I suspect this would be an unused resource.
“witnesses seeing these things” can be anything they can’t identify but doesn’t mean that it’s not fully identifiable by those who ceretainly can and do identify.

It can be argued that Mars is under attack by a bewildering array of visits from Earth based entities. A curious alien might just want to have a close look at the Earthlings to determine what they are all about

Not to the Air Force that came in to grab one particular downlink tape in 1996. What I and hundreds others in the MCC and backroom saw was very close to what is on the fighter jet videos. We also had confirmation tracking from NORAD. Many other such incidents, but that one in 96 was very overt. Granted, no, it doesn’t mean they are aliens. But the tech they must have had, way back in 1996, doesn’t seem to lead to a man made origin.

I was waaay off, I figured they'd just say, as usual, we've studied it, there's no discernable threat. Instead, they're saying, yes, unexplained sightings exist, possible hazard to aircraft, but otoh, there wasn't any systematic way of collecting and evaluating data until 2004 (total lie), and we need more money to study it. So, a new way of denial and circling the wagons, kinda genius in its way.
My father is an avid star gazer. He’s watched the heavens as long as I can remember and one evening him and my Mom watched three white lights moving about around each other at fantastic speeds. They would suddenly zip across a section of the sky in a split second, a move that would kill any human inside with the G’s. Then they would zip back in towards each other, not all following the same path back but at unimaginable speeds, all with no noise or visible exhaust one would see from a jet engine. This went on for about fifteen minutes and finally they merged and it-they were stationary for about five seconds and then it-they shot straight up into space and was gone within a second or so out of sight. This happened about ten years ago.
And I agree there are things out there that can be explained by trained observers. One also must understand and allow though that some “official” explanations are so far fetched as to make the UFO/alien explanation seem sane. I don’t know what these things are but they are being seen. You can bank on it though that if the US government is involved there are lies for and against them being man made objects being trotted out by said government.
