Laws and rules are the bane of liberals. Yes Virginia the consent decree limits your ability to change police policies regarding the use of force.

Also, Virginia as you have recently just found out your goal of reducing the police force and focusing on laying off “white cops” isn't allowed under bargaining agreement which are based on seniority and allow for discharged officers to be rehired first should new opening occur. You also found out that police on certain lists associated with the complaints by people who they arrest can't be used in screening people to fire from the police force.

So, City Council, you need to live within your lawful authority as opposed to being tyrants and dictators.
