It's a HIPPA violation for a healthcare provider to disclose personal health info to an unauthorized party.

I don't know if it's a HIPPA violation for the State to demand that info from a healthcare provider.

But it's not a HIPPA violation to ask personal healthcare questions.

It's also not a violation of the law to tell the questioner to perform a clinically impossible anatomical act.

As a hospital worker myself( a porter) it's a HIPPA violation for ANYONE in the health care field to disclose any information about a patient.
