I hardly think some unexplained bouncing lights or even what look like solid objects, are sufficient basis to think they are time travelers, aliens,interdimentional beings, demons, etc.
If we were spotting craft landing and aliens emerging, mysterious communications in alien languages, folks from the future showing up - that would be a different story.

“Out of our galaxy”. He doesn’t even know what a galaxy is. They could be from just about anywhere from here, is what he means. From the bottom of the ocean, or from another dimension altogether. Some think they are demons, or angels, or time travelers from the future. No one knows. If they are experimental vehicles created by the government, why are they flying over ordinary people’s houses? I saw one when I was a kid, so I would expect the government would have released some of the technology to the public by now if it was them.
