Consider yourself corrected. It “is” constitutional carry, open “or” concealed.

Before the permitless carry law was signed, Texans generally needed to be licensed to carry handguns openly or concealed. Applicants had to submit fingerprints, complete four to six hours of training, and pass a written exam and a shooting proficiency test. Texas does not require a license to openly carry a rifle in public.
Texas already had permitless open carry. This provides for permitless concealed carry.

Naa, we’ve had Open Carry for a while here, this is the real thing - if you’re legally allowed to carry, you can carry with or without a permit. The Republicans, led by Lt. Governmor Dan Patrick, did try to plot the demise of this bill, due to a bunch of paranoid Sheriffs thinking their counties would become a shooting gallery (as they also predicted with Concealed Carry and then Open Carry), so he was ‘deferring’ to them...but sorry Dan, we’re ADULTS in Texas and can handle guns responsibly...and we let you know just that.
