Actually, I believe one way to resolve the problem would be to drive into inner-city Utopias with tractor trailers full of guns and whiskey every Friday night and hand it all out for free.
A few weeks of that and the problem would disappear.

That's just it though, they don't wipe themselves out. Oh sure, many get killed but it's simply because they were in the way. No, they spread out like locusts and create havoc.
