Biden administration budget chief Shalanda Young refused to say that Joe Biden would stop funding gain of function research at the Wuhan, China research lab. For clarity, the term gain of function is used to describe any field of medical research that alters an organism or disease in a way that increases transmissibility or pathogenesis.

These labs are critical to developing new diseases that will increase the power of governments around the world—definitely a high priority in any government budget.

Is it Chi Com blackmail. Years ago when I was working drug enforcement, agents were taught from the outset - never let your informant get you dirty. Once they enticed you into crime and had you dirty they could twist and turn your ass anyway they wanted. This is what the Chi Coms are doing now.

We are funding other countries labs to circumvent our laws and treaties. There is a document floating around online that states the US labs were told to stop gain of function testing on covid. Apparently the research was very close to being illegal. So, instead of stopping, a deal was made with China to take over and it would not be in any violations there.

The reason we fund projects in other countries is because scientific collaboration requires specialists who might only live in one specific country. For example, say a team of American evolutionary biologists wanted to study birds in the Galapagos Islands. They may have to team up with the local scientists who would be from Ecuador.

That being said the US Government should have a list of countries who could be awarded subcontractor funds on grants. That list should certainly not include potential enemies.
