Arson is too slow — allows the scum to escape from the premises. I’d prefer something a little more energetic. A small fuel/air device should do the trick.

The city has laws to protect the squatters.
The city also has laws that say if the property owner does not ay the property taxes, the city can seize the property.
In NY, that's known as a win-win.

Easier to fix than you know. See The Ghost and Mr Chicken. Install a BlueTooth speaker and occasionally play footsteps or faint screaming or talking, baby crying, children laughing, etc
