What if the bio weapon was not the virus, but the vaccine? Exactly.
Or perhaps, the current vaccine was part 1 of 2, with the latter to be introduced in the future. And that introduction could be used as a threat for the blackmail of certain governments.
I offered a couple of months ago that it would have made a great Tom Clancy novel.
