Unless there are local or candidate issues we do not know about.
The district is dominated by Albuquerque, a typically liberal big city. A large number of Spanish Americans, descended from 17th Century colonists, tend to support their well established dynasties, such as the Lujans. Indian reservations as well. When Albuquerque was dependent on the military and the Spanish Americans were still leaning GOP, the district was mildly Republican. Due to the influx of outsiders, including Mexicans, the political climate shifted around 2000.
