California eyes shuttered shopping malls, big box retail stores for new affordable housing

But local zoning laws often don’t allow housing at these locations.

[S]tate lawmakers are moving to pass new laws to get around those barriers.

A bill that cleared the state Senate last week would let developers build houses on most commercial sites without changing the zoning. Another proposal would pay local governments to change the zoning to let developers build affordable housing.

Last year, a bill that would have overridden local zoning laws to let developers build small apartment buildings in neighborhoods reserved for single-family homes died in the state Senate.

Local governments and developers in California are already trying to redevelop some retail sites. In Salinas...city officials are working to rezone a closed Kmart. In San Francisco, developers recently announced plans to build nearly 3,000 homes in the parking lot that surrounds Stonestown Mall...

Will Doctor Zhivago be the inspiration for this change? First eliminate local zoning by overrides at the state level, then have DC decide what moves in next door.

There are many places in CA that could benefit by putting market priced housing in where biz has failed. If the overall supply goes up then this will help the poor as well. Only downside is more traffic which is why NIMBY has prevented this. If NIMBY folks are forced to choose netween market housing and section eight they might finally make the right choice.

Another intended consequence of covid shuttering down businesses. Grab the land of the stores you put out of business and rezone it for busing in thugs and thuggettes who will be a blight on the suburbs because they are violent, destroy stuff, ad wont even maintain their own places.

Has anyone thought of the tax hit the localities take because they’re swapping a high tax use for a no tax use? I suspect they haven’t thought this through. Also, once they do this, they’ve created a new no-go zone full of high crime and lots of medical problems. So, any nearby businesses will, of necessity, need to close or move...so, more tax impact.
