There are many places in CA that could benefit by putting market priced housing in where biz has failed. If the overall supply goes up then this will help the poor as well. Only downside is more traffic which is why NIMBY has prevented this. If NIMBY folks are forced to choose netween market housing and section eight they might finally make the right choice.
Another intended consequence of covid shuttering down businesses. Grab the land of the stores you put out of business and rezone it for busing in thugs and thuggettes who will be a blight on the suburbs because they are violent, destroy stuff, ad wont even maintain their own places.
What ever the CA collection of clowns pretending to be legislators, the decision will be the worst possible.

Has anyone thought of the tax hit the localities take because they’re swapping a high tax use for a no tax use? I suspect they haven’t thought this through. Also, once they do this, they’ve created a new no-go zone full of high crime and lots of medical problems. So, any nearby businesses will, of necessity, need to close or move...so, more tax impact.

Nearby malls will become daycare centers for thousands of kids of single mothers and low income families. What could go wrong?
I knew this was coming.
Years ago I imagined Amazon buying up these deserted malls, for housing projects/elder care.
They could start by taking Rodeo Drive by eminent domain. Seems only fair.
