Probably intentionally screwed the pooch with the test to give the Russians bad info.
Everything that the military puts out should be taken with a grain of salt whether good or bad. They constantly put out disinformation to keep our enemies in the dark and there is lots of money to be made when something new is needed.
If you really want a war, it's hard to beat appearing to be weak in their eyes...
