“As a result, people of colour more generally, live in areas with fewer green spaces and more buildings and roads.”

It is a freak of statistics, not racism.

Folks without jobs - in the south - moved to where they were led to believe that jobs were more about - northern cities, while often lacking the skills for the jobs they sought. THAT was not “racism”. That led to concentrations of unskilled black labor in what became northeast and midwest “central cities”. THAT too, that concentration, was not “racism”.

The cities are great heat sinks and heat creators.

Match that fact with demographics and it is not “racism” you get but a historical development of the economics of people internally migrating in the U.S. for work in some places where that migration was more than the jobs available for those internal migrants.

Odd. Black people used to predominate the greener, rural South until migrating in mass to the North for manufacturing jobs in the early 20th century.
