Of course they are backing down. The GOP will spout a few comments, nod their heads, then vote as they are told to by their masters.
They GOP's history of doing this is exactly the reason Donald J. Trump won in 2016, and why he still has support among the base. He just learned too late not to pay attention to the leadership in the GOP.

Once again, the Republicans prove themselves valueless and remain faithful to their motto, “Vote for us we are just as good as the Democrats”. That is why I changed my registration to the Constitution Party. At least from their website I see they support the principles I took an unlimited oath to defend when I became a Navy officer.
