No. It and all other federal agencies other than the first four should be abolished with the employees turned loose with no rolling of functions into the remaining Departments, each with a ten thousand dollar separation bonus, kind of like long term prisoners getting a hundred dollars and a bus ticket on release. Or maybe it would be cheaper to the nation to give them all retirement at a rate equal to the social security benefits they would get when turning 67. That includes the FBI, CIA, NSA, etc.
