I’ll bet your idea could be accomplished with a bit of diplomacy and treaty work between the two Governments. I am actually surprised it hasn’t been accomplished already.

All highways in Canada leading directly to the Alcan Highway must allow access to Alaska for US Citizens and Government entities to ensure Alaska is not isolated as it’s Capitol, for any access other than by sea or air travel. It’s in the interest of National Security. Russia, is much closer to Alaska Than the 48 contiguous States by sea and air.
