Defund the police would be easy in NYC. Start with the Upper East Side of Manhattan.Announce that all car patrols and foot patrols will end there. Also announce that no 911 calls from there will be answered. Make it clear that this is due to funding cuts.

And then do the same with the Upper West Side...then Tribeca...

I believe all of the Crime is artificially created for nefarious purposes. The vast majority of these High Crime areas have strict gun control and strong penalties for citizens defending themselves and their property with guns.
