I am a life long accounting person. I have prepared MANY payrolls & reports of same in over 60 years.
I cannot suggest strongly enough that EMPLOYERS fight against EVERY employee who refuses to return to work.

Hint. It’s mostly not small business people. Those businesses and jobs are gone for good. It’s really all the minimum wage part-time fast-food chain restaurants, retail and warehouse distribution companies that people really don’t want to work in the first place. They are the ones hurting for labor.
That is who I meant. I know a few of them personally. They are having a very hard time finding employees and for one that was shut down he cannot get some of his employees to return. They are making just as much sitting at home.
They are offering wages above the $15 level, in Texas, of all places, for entry level food service workers, with $1K in sign on bonuses.

Places I see hiring around Denver are for either unskilled starter wage crap jobs, or jobs requiring a shit-ton of experience (skilled blue-collar)

So you are saying there is some evidence of that.
Anecdotally, managers at fast food outlets and dollar stores and similar establishments have reported staffers quitting (or simply not reporting to work) after each round of “stimulus” checks. Bob Newhart used to do a standup routine in which he recounted his time working at a Chicago unemployment office, handing out checks. The recipients received $15 less each week than he was paid, but they only had to turn up at the office once a week, while he had show up every day.

Skilled service industry workers are the ones who can find jobs and they are not willing to start over at the rock bottom.
Know lots of events guys (sound/lighting/media technicians and engineers and other skilled labor) still not being called back to work.
