Article says they got the authority in September, which would have been under President Trump. I remember various officials talking about it, including, if memory serves me, President Trump. It’s part of the reason the stimulus checks and extra unemployment benefits were given, to help people who contracted Covid19, or had to stay home to care for kids, or lost their jobs because their places of employment were closed, etc. As we have seen, many people took advantage of all of this, and chose to stay home for none of the above reasons, or cut their hours. But, realistically, with many daycares closed, and schools refusing to open, many parents HAD to stay home. What started as a legitimate effort to help, has turned into a giant boondoggle, the guilt for which rests on the shoulders of Congress, interfering bureaucracies, teacher’s unions,and not a few lazy, cheating Americans. But, of course, the blame will be placed squarely on President Trump.

There is. You file quo warranto case in Federal Court. Quo Warranto is roughly translated in to 'by what authority', as in by what authority does the CDC exert restrictions not mentioned in the US Constitution?

There are two entities.
The CDC Federal Agency, which is a/the government agency, and separately the CDC Foundation.
They are not functionally integrated, but the latter and its giant donors and their influence compromises the former.

Their 'authority' comes from nothing more or less than threat of extreme violence. Ultimately, that's really all the government ever has.
